PHILIPPI -- Authorities have arrested Matthew Richter, 59, of Morgantown.

The West Virginia Division of Natural Resources says Richter is charged with wanton endangerment and malicious wounding for shooting Chenoweth Robinson, 39, of Moatsville.

The DNR says Robinson was setting off fireworks along the Tygart River with friends. Richter was camping across the river from Robinson and decided to join in the noise-making.

Officials say Richter fired his 9 millimeter pistol and hit Robinson in the back of his left shoulder.

Robinson was taken by ambulance to Broaddus Hospital, where he was treated and released.

Richter was taken to the Tygart Valley Regional Jail.
